Stand outside a newly constructed health post or community center built at the edge of an informal settlement or rural town. The building is clean, the paint is fresh, and the sign near the entrance neatly credits the project that funded it. Yet the corridor is empty, and the gate remains locked for most of the afternoon. Two kilometers away, inside the crowded heart of the settlement, families wait in long lines at an informal, poorly equipped clinic. The software logs show a completed facility delivered on time and within budget, but the community members who need it most walk past the junction every day without turning down the road to its door. We built a permanent structure to serve the public, but we selected a site that made the construction easy rather than one that made the service accessible.
This practice did not take hold because operational teams were indifferent to the daily lives of residents. It grew from the complex legal realities of land tenure and the relentless pressure of delivery schedules. Securing a parcel of land in the dense center of a community involves navigating disputed ownerships, informal agreements, and lengthy negotiations with local leaders. In contrast, municipal authorities or private landowners often offer unused land on the city perimeter quickly and without cost. Choosing the peripheral plot eliminates legal friction, satisfies procurement safeguards, and keeps civil works on schedule. Standard project parameters reward teams for handing over a physical key before the funding window closes, encouraging choices that minimize administrative risk even when they transfer the daily burden of travel onto the people we came to assist.
When we prioritize ease of construction over spatial reality, the structures we build risk becoming expensive, underutilized monuments. A clinic or water point built far from natural walking paths requires residents to spend scarce money on transportation or walk through unsafe areas at night. The most vulnerable populations, including elderly residents, persons with disabilities, and low-income families, are the first to be excluded by the distance. Over time, community members return to their existing, informal survival strategies. The formal asset sits quietly at the edge of town, fully compliant on paper but detached from the living rhythm of the community it was meant to sustain.
Designing infrastructure around daily movement
The build is to anchor site selection in how communities actually move and live, treating location and accessibility as core technical criteria rather than secondary details. That shift requires changing how we plan, negotiate, and fund community infrastructure from the very start of a project.
First, map daily human movement before committing to a physical site. Technical teams should conduct thorough spatial assessments that track where people work, buy food, gather, and seek care. Relying on spatial analysis and community consultation ensures that new facilities are integrated into existing pathways rather than dropped onto convenient empty space.
Second, build realistic negotiation timelines and legal support into initial project budgets. Securing land rights in dense, informal, or customary settings takes time, but resolving tenure issues centrally is far more effective than building on the periphery. Donors and operational leaders must treat land negotiations as essential programmatic work, allowing project timelines to accommodate complex land agreements without threatening overall project viability.
Third, measure project success by ongoing operational utility rather than physical completion. Evaluation frameworks should track long-term utilization rates, user transportation costs, and safety perception over extended periods. Rewarding teams for long-term functional utility rather than rapid construction output aligns operational incentives with genuine access.
We do not fulfill our responsibility by completing a structure that sits out of reach. We fulfill it when our physical investments integrate naturally into the everyday lives of the people who rely on them. When we design infrastructure around human movement rather than administrative convenience, we build facilities that truly serve the community long after the construction team leaves.
