The humanitarian sector was built for emergencies. We have spent years adding layers on top of it.

We were designed to move fast in a crisis. Then, decade by decade, we added layers. Approval chains, reporting frameworks, parallel systems, and review cycles that can outlive the crises they were meant to answer. The world grew more complex, with protracted conflict, climate shocks, and shifting geopolitics, and too often we met it with models designed for a different era.

So we should be honest about three words we use every day, ourselves included. Strategy is not a document. A plan that sits in a drawer is not a strategy. Efficiency is not spending less. Cutting a budget while the work still takes nine months is a smaller version of the same problem. Innovation is not buying technology. A new platform laid over an old process automates the friction instead of removing it.

Are our systems built for the crises we face now, or the ones we faced when we wrote the manual? Many were built for the second and quietly kept.

Are our decisions grounded in what the field is telling us, or in what we have always done? Habit is comfortable. It is also how a sector stops learning.

Are we optimizing for impact, or for the feeling of control? A perfect audit trail and a late response is still a late response.
